Won't pay 1099 employees

Andrew Fabrizio agreed to pay me for work done back in July and M. Stanley has denied payment to me. I did the work and supplied him with my phone records. Again Andrew sent me a confirmation email stating what I would receive in my bank account and told me I did a great job and asked if I would work on other projects for them. Why won?t Stanly pay me? If he won't pay a worker after telling me he would then what about their customers? I can't tell you anything about the quality of their service but I know they didn't pay me after telling me they would.
